Musty basement, a stain that came back, or water after the last Syracuse storm?

You probably noticed it on the cellar stairs, behind a dresser, or along the bottom of a finished wall. In a city where the typical home was built in the 1940s, that is common, and it is fixable. You do not need to know whether it is mold, a leak, or sewer water before you call. Tell us what you are seeing and we tell you which licensed step comes first, with no obligation.

Why mold keeps showing up in Syracuse homes

Syracuse is not a suburb with a few old houses mixed in. It is a city whose median home was finished in 1948, according to the US Census Bureau's American Community Survey. Of 67,601 housing units, 43.1 percent were built in 1939 or earlier and 85.5 percent before 1980. That record is the reason mold removal in Syracuse, NY tends to be a building question first and a cleaning question second.

This page covers the city itself, not the towns around it. Inside its 25.6 square miles, Syracuse runs its own permit office, its own code enforcement and its own property code. Those rules change what a mold job involves before anyone touches a wall.

Twenty-Six Syracuse Neighborhoods on Two Kinds of Ground

The city officially recognizes 26 neighborhoods, many of them former villages absorbed over the years, according to the Onondaga County 2025 Hazard Mitigation Plan. The central part of Syracuse is flat, while many neighborhoods sit on small hills such as University Hill and Tipperary Hill. A house on a hillside and a house on the flat ground near Onondaga Creek can share a build year and still get wet for different reasons. Whether the call comes from Eastwood, Sedgwick, Strathmore, the Valley or the Near Westside, the first question is where the water is coming from.

Onondaga Creek, Harbor Brook and Meadowbrook

Onondaga Creek flows north through the city for six miles, through Downtown and on to the Inner Harbor. About 1,200 city properties sit inside the FEMA 100-year floodplain of Onondaga Creek, Harbor Brook and Meadowbrook. In August and October 2021, 10-year flows on the creek flooded Franklin Square, Kirk Park, Lower Onondaga Park and adjacent properties, and the creek left its banks again in 2022. If your basement took water then, the mold is tied to a mapped flood risk.

When the Sewer, Not the Creek, Sends the Water

Much of Syracuse is served by a combined sewer system, where stormwater and sanitary flow share the same pipes. Onondaga County's Save the Rain program explains that wet weather can overload that system during heavy flow periods. A basement that only floods in hard rain may be telling you about sewer capacity rather than a cracked wall. The cleanup rules change when that water is sewage, because the EPA directs that contaminated water damage be handled by professionals experienced with it.

Which Syracuse service fits your problem: assess, remove or dry

Syracuse Mold Removal is licensed and insured, and phones are answered 24/7. On regulated jobs, the assessment and the remediation are done by separately licensed companies, as New York Labor Law Article 32 requires above ten square feet. The company that writes the plan is never the company paid to carry it out.

Mold Assessment for City Houses and Rentals

Start here if you smell mustiness, see growth on plaster, or need a documented answer for a lease, a sale or a code inspection. A licensed assessor finds the moisture and writes the plan New York requires before regulated cleanup can be priced. The details are on our page for mold assessment in Syracuse.

Mold Remediation Under City Permits

Choose remediation when you already have an assessor's plan, or when the growth is clearly beyond a small patch. The remediation company works from that plan, inside containment, with the city's sheetrock permit in the sequence. Read more about mold remediation in Syracuse.

Water Damage Drying After Creek, Sewer or Pipe Water

Call about drying when something is wet right now: a burst pipe, a backed-up floor drain or creek water. The EPA says materials dried within 24 to 48 hours of a leak will in most cases not grow mold. Our page on water damage drying in Syracuse explains how that works in a city basement.

Prefer to talk it through first? Call and tell us the street, what you see and whether water is still coming in. The $100 first-job credit is applied at booking, one per property, on new work orders only.

Mold help for Syracuse addresses, by service

Selling, renting or renovating? What the City of Syracuse expects

There is no Syracuse mold code. Section 27-33 of the city's Property Conservation Code requires cellars, basements and crawl spaces to be reasonably free from dampness, and the word mold does not appear anywhere in it. Enforcement therefore runs through dampness. The Onondaga County Health Department does not inspect or test for mold and sends rental complaints to local code enforcement, which inside the city line means the Syracuse Division of Code Enforcement.

Rental Registry and Certificates of Compliance in the City

Syracuse inspects its rental housing on a fixed cycle. One and two family rentals the owner does not live in need a Rental Registry certificate, and those certificates expire three years after issue. Buildings with three or more units, mixed-use structures, dormitories and Greek housing need a certificate of compliance, with an inspection every three years. The published inspection checklist includes a foundation with no cracks and no leaks, a roof free of leaks and no leaking water pipes. For a landlord, a damp cellar can therefore put the certificate itself at risk, not just earn a repair order.

Permits Inside the Syracuse City Line

The Central Permit Office lists sheetrock as its own residential permit type and folds interior demolition into the interior remodel and renovation permit. Roof work and foundation or site work also need permits, while floor covering and painting do not. Plumbing is the exception, because plumbing permits come from Onondaga County rather than the city. A mold removal quote for a Syracuse address that includes new drywall but shows no permit line is missing something.

Lead Paint and Asbestos in Pre-1978 City Homes

The city's Lead Hazard Control Office presumes that any property built before 1978 contains lead-based paint. Its lead ordinance passed in July 2020, and inspections under it began in August 2022 as part of the rental checks. The state Department of Labor also presumes asbestos in old pipe wrap, nine inch floor tiles and vermiculite attic insulation. Mold work in an old city house has to plan around both.

Before you book in Syracuse: pushback, rentals and what it costs

Will I get pushed into a big removal job?

On regulated jobs in New York, the company that assesses the mold cannot be the company that removes it. The assessor writes the plan and the remediator works to it, so the scope is not set by whoever profits from it. We help you arrange both sides, so you always know who to call next.

I rent out a Syracuse property. Can you help before an inspection?

Yes. A written scope and moisture readings give you something concrete to act on before a Rental Registry or certificate of compliance visit. We route the job to the right licensed trade, and the paperwork stays with you. That is easier than finding the problem the day the inspector does.

What does it cost?

Nobody can price mold work honestly before the problem is understood, because the cost depends on how much material is affected and why it got wet. On regulated jobs the assessment comes first, so any removal price rests on a written plan rather than a guess. Your first job also carries a $100 credit, applied at booking.

What Syracuse city owners ask about code, permits and creeks

Call (315) 640-3590

Real questions from Syracuse homeowners and landlords. Answers from EPA guidance and New York State law.

Who enforces mold and dampness problems in a Syracuse rental, according to Syracuse Mold Removal?

Syracuse Mold Removal points city tenants and landlords to the Syracuse Division of Code Enforcement, because the Onondaga County Health Department does not inspect or test for mold. The city's Property Conservation Code never uses the word mold, and section 27-33 requires basements and cellars to be reasonably free from dampness. One and two family rentals are also inspected at each Rental Registry renewal, every three years.

Does mold removal in a Syracuse city home need a permit, and how does Syracuse Mold Removal plan for it?

Inside the city line, removing and replacing moldy drywall falls under the Central Permit Office's sheetrock and interior demolition permits, while plumbing permits come from Onondaga County. Syracuse Mold Removal arranges the licensed assessment and remediation and builds that permit split into the plan. Floor covering and painting need no city permit at all.

How is mold in Syracuse city neighborhoods different from the suburbs, and what does Syracuse Mold Removal check first?

Syracuse city homes are older than the county as a whole, with a median build year of 1948 against 1966 for Onondaga County. About 1,200 city properties lie in the floodplain of Onondaga Creek, Harbor Brook and Meadowbrook, and much of the city runs on a combined sewer. Syracuse Mold Removal starts with where the mold and the water came from: the creek, the sewer, the roof or a pipe.
